Brooke Leach

Brooke is an associate with the firm who divides her time among the firm’s Corporate, Commercial, and Public Utility practices since joining the firm in 2006.  Brooke has represented clients in a variety of disputes in every state court in Delaware.  Her practice includes, contract, corporate, and regulatory actions, with a focus on public utility litigation before the Delaware Public Service Commission.

Representative Matters

Brooke has served as counsel to the Delaware Public Service Commission Staff in a variety of matters including representing the Commission Staff in its review of a long-term generation bid proposal for the procurement of offshore wind power in Delaware in In the Matter of the Integrated Resource Planning for the Provision of Standard Offer Supply Service by Delmarva Power & Light Company Under 26 Del. C. § 1007(c) and (d); Case No. 06-241 (Del. PSC 2006).
